objections, revocations and appeals drafted
A multidisciplinary career dedicated to making complex public procurement decisions clearer, stronger and more precise.
Since 2012, Katherine Romero has advised public institutions and private companies across the planning, execution and control of procurement procedures. Her practice combines public administration, banking and finance, legal analysis and hands-on command of SICOP.
Her experience includes executive leadership at Isla San Lucas National Park, institutional procurement at Popular Seguros and specialist advisory work for the Costa Rican Tourism Institute, municipalities, the National Theatre of Costa Rica, CONAPDIS and the Ministry of Finance.
She has also trained teams and advised on tender documents, procedural compliance, penalties, bid evaluation and the preparation of objections, revocations and appeals. This combination of institutional and supplier-side experience gives her a complete view of the public procurement cycle.
A well-rounded education
Public Administration
How public institutions operate: internal procedures, public policy and the institutional side of every procurement stage.
Banking and Finance
Public budgeting, the economic analysis of offers and financial control over executed contracts.
Law
Command of the regulatory framework, solicitation documents and the drafting of objections, revocations and appeals.
This threefold training allows her to cover every dimension of public procurement, from analyzing the solicitation to contract execution, without relying on outside specialists for any of them.
